We aim to remove the barriers that obstruct people with a disability and seniors to live a life of normalcy that is productive and fulfilling. Our core services listed below all center around improving the life of those with disabilities.
People Living with Disabilities
We live in a nation where nearly 50 million people have at least one form of disability — that is one in every five Americans. We also recognize that at any moment, any one of us could become part of that number. Mental and physical impairments place strict limitations on lives; accessibility and independence are constantly challenged. Every challenge is as unique as the person facing it.
Imagine learning to adjust to a disability with which you were born. Imagine learning to cope with a disability following an accident or illness. Imagine being the family member who must adjust to having a loved one with a disability.
That’s the reality for:
- 1 million persons having to function with severe disabilities
- 2 million persons adjusting to life with a functional limitation
- Families of over 5 million youth with disabilities
Imagine also how the world treats people with a disability and seniors — sadly, the accessibility or support they need to navigate their daily lives is also limited…and limiting.
That’s where @SLIC steps in! Our goal is to change the way society views people who have disabilities. Home and Community Based Services
As a center for independent living, our goal is to assist and advocate for our senior adults and individuals with disabilities so that they may live positive productive, independent lives within their communities. Since 1992, @SLIC has provided Direct Service Workers (caregivers) to these two populations in twenty Louisiana Parishes, allowing us to offer the following services:
New Opportunities Waiver (NOW)
The NOW program provides services in the home and in the community to individuals 3 years of age or older who are eligible to receive OCDD waiver services. NOW is intended to provide specific activity-focused services rather than continuous custodial care.
Residential Options Waivers (ROW)
ROW is designed to enhance the long-term services and support available to individuals with developmental disabilities. These individuals would otherwise require an intermediate care facility for the mentally challenged (ICF/MR) level of care.
Community Choice Waiver (CCW)
The CCW program provides care for senior adults, ages 65 and older and disabled adults over the age of 21. The CCW offers household support, day support and personal care attendant services.
Children’s Choice Waiver (CC)
Children’s Choice waiver serves children with disabilities from birth to 20 years of age. CC provides family support, which enables families to keep their child at home, enhancing family functioning. Assistance with environmental accessibility adaptations enables a child to function with greater independence in the home or vehicle, as well as provides diapers for children ages three and older. Coordination of family training assists families to better care for their children by helping them understand disabilities. Training must be related to care of the child and prior authorization is required. Crisis support is available if the primary caregiver becomes disabled and cannot provide services. This is approved on short-term basis with prior approval required.
Supervised Independent Living Services (SIL)
The SIL Program is an alternative for mentally challenged, developmentally disabled or physically disabled individuals. Services for developmentally and/or physically disabled adults enables them to develop and maximize independent living skills so that only periodic services are necessary.
Supports Waiver (SW)
The SW waiver provides options and meaningful opportunities through vocational and community inclusion for individuals who are 18 years of age and older, and meet the eligibility criteria for waiver services.
Long-term Personal Care Services (LT-PCS)
LT-PCS is for individuals with Medicaid, 65 or older, age 21 or older, and disabled. Long-term Personal Care Services provide assistance with daily living activities.
Early Periodic Screening Diagnostic Treatment Personal Care Services (EPSDT)
EPSDT is a program for ALL Medicaid recipients under the age of 21. Personal Care tasks include: hygiene, meal preparation and eating, household services, and transportation to and from medical appointments.
State Personal Assistance Services (SPAS) Program
The SPAS program provides personal assistance services to persons with significant disabilities to assist them with their activities of daily living, in order support and to enhance their employability and/or to avoid unnecessary institutionalization.
Traumatic Head and Spinal Cord Injury (THSCI) Trust Fund Program
The THSCI program was created to provide services in a flexible, individualized manner to Louisiana citizens who survive traumatic head or spinal cord injuries. The THSCI program assists people to return to a reasonable level of functioning and independent living in their communities. The trust fund is designed to be a program of last resort. A person must seek assistance from all available resources before the trust fund can provide financial assistance or services.
Veterans Health Administration (VA)
Our Veteran Care Services offer three unique services to assist with daily care such as dressing, bathing, grooming, house cleaning and more. This program is designed for those that want to remain at home and avoid going into a nursing home. Ask your VA social worker about Veteran Direct Care to assist with making arrangements.
Services include:
- Homemaker and Home Health Aide Care
- Respite Care
- Veteran-Directed Care
Private Pay
Private Pay is an in-house service offered to those that are not eligible to receive long-term care and are paying out-of-pocket for services. To learn more about this SLIC service, please contact us.
Other Services
Since 1985, @SLIC has served the community as an Independent Living Center offering services necessary to improve the lives of people with disabilities and seniors.
Amplified Equipment
@SLIC works in conjunction with the Louisiana Commission for the Deaf (LCD), a state funded program to provide amplified home (landline) phones for persons who have a hard time hearing on the phone. Other items available for the hard-of-hearing include: alarm clocks, bed shakers and wireless doorbells with visual aid… all at no cost!
The following is needed:
- Home-Landline
- Current LA Driver’s License (Photo ID)
- Social Security Card
- Proof of Hearing Loss

Hearing Aid Program
@SLIC and Louisiana Commission for the Deaf (LCD) provide hearing aids at no cost to those who qualify. To be eligible for the program, you must meet ALL the following criteria:
- Resident of Louisiana (will be required to show proof)
- Fifty (50) years of age or older
- Hearing loss with pure tone average of 40 dB or worse in the better ear (1,000, 2,000, 3,000, & 4,000 hertz)
- Meet the LCD income criteria (below)

Interpreting Services for The Deaf
@SLIC contracts with businesses to ensure the deaf and hard-of-hearing communities are provided American Sign Language interpreting for a variety of settings.
Loaner Closet
@SLIC’s Loaner Closet provides medical equipment to those in need. We accept donations of gently used medical equipment, as well as monetary donations. All funding received from patrons goes directly towards our Loaner Closet to purchase new shower chairs, walkers, wheelchairs and other needed medical devices.
Our goal is to be the most trusted local provider of services like this. Through your donation, we can provide a steady supply of standard medical equipment and special order equipment needed to fit the needs of our community.
